Horst Kleinschmidt (Managing Director)
Horst served as Deputy Director-General of South Africa's fisheries Department for over 5 years. He is widely credited with turning the fortunes of the South African fishing industry around by mastering a new, legally sustainable system for the allocation of fishing rights (quota's) in 2001 and serves once more as the lead person in the 2005 allocation. Horst was also responsible for re-establishing the credibility of the fisheries division and removing the stigma of fraud or corruption from this section.
During his tenure he also ensured that evidence of over-fishing and corruption in the industry was brought to book. As an active campaigner against apartheid rule in South Africa, Horst spent 15 years in exile, 12 of which as head of a legal aid organisation that ensured legal representation for all those resisting the yoke of racial oppression. For his services to human rights he was knighted by the King of Sweden. Horst served as South Africa's commissioner to the International Whaling Commission and also served as the IWC's Vice-Chairman until June 2005. He now serves on the International Advisory Board of Sea Shepherd.
Shaheen Moolla (Director)
Shaheen Moolla holds two degrees from the University of Witwatersrand, Johannesburg (BA International Relations & LL.B). Shaheen graduated from law school in 1999 and thereafter published a handbook on labour law.
Shaheen thereafter spent two years at a leading South African law firm based in Sandton, Johannesburg. In late 2002, Shaheen was appointed as Special Legal Adviser to South Africa's Minister of Environmental Affairs and Tourism. During this period, Shaheen was responsible for advising the Minister on all matters pertaining to marine and coastal management, and in particular, the allocation of commercial fishing rights. In October 2003, the Director-General of the Department of Environmental Affairs and Tourism requested Shaheen to lead South Africa's fisheries Monitoring, Control and Surveillance chief directorate (MCS). In October 2004, Shaheen also took over as head of fisheries management. Shaheen served as the deputy head of South Africa's Rights Allocation Unit between March 2005 and March 2006.
Shaheen is a member of the IUCN's Commission on Environmental Law: Oceans, Coastal and Coral Reef Specialist Group.
Prof Warwick Sauer (Director - non-executive)
Prof Sauer has extensive experience in fisheries management and development. In particular, Prof Sauer focuses on fisheries sector planning, project management, monitoring and evaluation, project appraisal and procurement. He also has extensive experience in the biology and ecology of fishes and marine invertebrates, including developing strategies for implementing fisheries policy, institution building, economic development of coastal communities through fishing, development of community/public/private sector partnerships and ecological research.
Almo Lubowski
Consultant After having read for an LLB at the University of Pretoria, Almo began his career as an attorney with the Cape Town based firm of Abrahams & Gross Inc in 2003. Subsequently, after having also worked for the specialist labour law firm of Cheadle Thompson & Haysom, Almo consulted to South Africa’s Marine and Coastal Management for the long-term fishing rights allocation process in 2005, together with Horst Kleinschmidt and Shaheen Moola as an advisory committee member. He also consulted for the City of Cape Town and has assisted a number of small businesses in Cape Town, Johannesburg and Namibia with general legal consulting. Almo has joined Feike as a consultant assisting on various projects, but is concentrating efforts on a new venture within Feike involving the FINSS programme, which is a fisheries management system being promoted to various governments and private fishing companies.
